Your bike needs a spoke job for certain if they are broken out.  The way you test to see if you need rims is if you can get the wobbles out with the old spokes.

The time to find out if the seller is making things up is before you buy a bike.  You said you got that one cheap,  so if I were you I would get a real spoke wrench and see what I could learn.
