That looks like the crap I get on my 05 header pipe, it's a to try and keep clean.

Well its brand new... It wipes up and looks clean... I wanted the raw metal look... Im going to scrub it clean... and spray paint it with clear heat resistant paint.

Cause he's to cool to make sure it doesn't rust so he's gonna put ugly heat resistant clear paint on it that is eventually gonna look like crap.

Im kinda in agreement with Emily and James. Scotch bright off the surface corrosion, and keep wiped down with WD 40. By doing so it will help prevent mud and stuff from sticking so much, and will help prevent corrosion from coming back.

Scotch brite pad, wd40. And then just spray wd40 on it all the time. It's gonna be harder for you keeping your bike outside and all but I wouldn't clear coat it
