He has all the replacement parts now. Just hasnt gotten around putting it together.

Ok ... Got the topend buttoned up.. New clutch cable on... My problem...(if it is a problem).... The powervalve... Igot it all hooked up like it came apart i think.... should it be spring loaded or anything... if ipull it up it stays up.. if i push it down it stays down... Is that how that works.. Or am i missing something...??
